'Haru Urara' is a combination of the noun 'spring' and the adjective 'beautiful'.
The word 'uraura' is said to be an short form of the old word 'uraura', meaning 'bright and calm in the sunshine' or 'calm at heart'.
The direct translation would be Beautiful Spring Day.
